At the Bishkek summit attended by Pakistan PM Shehbaz Sharif and China’s Xi Jinping, Modi calls for dismantling terror networks and resolving West Asia tensions through dialogue.

Prime Minister Narendra Modi on Tuesday called for a united global response to terrorism, warning Shanghai Cooperation Organisation (SCO) members against adopting “double standards” in the fight against terror. His remarks came at the 26th SCO Summit in Bishkek, Kyrgyzstan, in the presence of Pakistan Prime Minister Shehbaz Sharif and Chinese President Xi Jinping.

Addressing the summit, Modi said terrorism remains a serious challenge to humanity and cannot be tackled through an “action-reaction approach” alone. He urged SCO countries to target the entire ecosystem supporting terrorism, including terror financing, recruitment, radicalisation and safe havens.

Without naming Pakistan, Modi said countries that use terrorism as an instrument of policy or provide shelter and support to terrorists must receive a clear message that terrorism can never become a “strategic asset”.

Modi also highlighted the wider implications of the West Asia conflict, saying instability in one region can disrupt energy security, maritime trade and global supply chains. He reiterated India’s position that conflicts should be resolved through dialogue and diplomacy rather than military action.

On Afghanistan, Modi said peace and stability in the country were essential to the SCO’s vision of a secure Eurasia. He reaffirmed India’s commitment to development assistance and humanitarian support for the Afghan people.

The Bishkek Declaration strongly condemned terrorism and rejected double standards in counter-terrorism efforts. It also backed diplomatic efforts to de-escalate tensions in West Asia and called for a political resolution to regional conflicts.

The summit additionally adopted agreements covering drug control, climate action, biodiversity, green technology, logistics, artificial intelligence and regional data infrastructure.
