Three-day Akhil Bharatiya Karyakari Mandal from November 2 will review centenary outreach, introduce a division-based structure and discuss the SIR and UCC debates

The Rashtriya Swayamsevak Sangh (RSS) will hold its annual Akhil Bharatiya Karyakari Mandal (ABKM) meeting in Indore from November 2, where it is expected to implement a significant restructuring of the organisation, according to people familiar with the plans.
The three-day meeting carries added weight because it comes ahead of the Akhil Bharatiya Pratinidhi Sabha (ABPS) in March next year. The ABPS is the Sangh’s highest decision-making body, and it will hold its triennial elections then, including for the post of Sarkaryavah (general secretary). Incumbent Dattatreya Hosabale was re-elected for a second term in 2024. There is no limit on the number of terms.
Under the new framework, prants will be replaced by sambhags (divisions). The number of pracharaks will rise from 46 to 85 to widen grassroots reach, while state-level kendras will be cut from 11 to nine. After the Indore meet, state units will elect new executive bodies and division and regional heads, who will in turn choose the general secretary.
The leadership will also assess the impact of its centenary outreach. It will discuss current issues such as the controversy over the special intensive revision (SIR) of electoral rolls and the implementation of a Uniform Civil Code (UCC).
On Tuesday, RSS outreach head Sunil Ambekar reiterated the Sangh’s support for a UCC and an NRC-like mechanism to identify illegal residents. He said ineligible names on voter lists should be removed through a legally sound process. Several voters have raised grievances about how the SIR is being conducted, and the Opposition has accused the Election Commission of being influenced by the Centre.
