Administrative overhaul ends decades of isolation for remote communities across the Union Territory

Leh, April 27, 2026 -In a landmark administrative overhaul, Lieutenant Governor Vinai Kumar Saxena formally notified the creation of five new districts in Ladakh, expanding the Union Territory’s district count from two to seven. The newly carved districts Sham, Nubra, Changthang, Zanskar, and Drass were hived off from the existing Leh and Kargil districts, each assigned dedicated headquarters and defined revenue villages.
The Ministry of Home Affairs had greenlit the expansion in August 2024, following extensive regional consultations. For communities previously travelling over 300 km to access basic government services across Ladakh’s formidable terrain, the restructuring promises dramatically shorter administrative distances.
L-G Saxena called the notification “transformative,” linking it to Prime Minister Modi’s vision of a prosperous Ladakh since its Union Territory status in 2019. New district offices are also expected to generate fresh local employment.
