Former Delhi minister among six held over alleged tender manipulation, conspiracy and irregularities in sewage treatment plant projects

Aam Aadmi Party (AAP) leader and former Delhi minister Satyendar Jain was arrested on Tuesday by the Delhi Anti-Corruption Branch (ACB) in connection with an alleged corruption case involving tenders issued by the Delhi Jal Board (DJB).

The case relates to alleged irregularities in the tendering process for the augmentation and upgradation of sewage treatment plants (STPs). According to the ACB, the investigation concerns alleged manipulation of tender conditions, large-scale irregularities and criminal conspiracy.

Jain, who held the water portfolio in the Delhi government, is among six people arrested in the case. The others include former DJB CEO Udit Prakash Rai, former contractual consultant Ankit Srivastava, and private individuals Nagendra Yadav, Raja Kumar Kurra and Pankaj Verma.

The FIR was registered in May 2024 following a complaint by the Delhi government’s Directorate of Vigilance. Investigators have invoked provisions of the Prevention of Corruption Act, 1988, along with sections of the Indian Penal Code relating to cheating, criminal breach of trust and conspiracy.

Reacting to Jain’s arrest, AAP chief and former Delhi chief minister Arvind Kejriwal defended him and alleged that the action was politically motivated. Kejriwal claimed the case would eventually be proved false and accused the BJP of targeting the AAP leader.

The allegations against Jain remain subject to investigation and judicial proceedings.
